For example: to get a visa in a consulate you pay a fee (say, €50) and have to submit 5 copies of various documents. If copy service costs €0.5 per copy, then you'll pay €2.5 for it - and price for the entire service (getting a visa) will be €52.5 instead €50 - doesn't make much difference.
